Every other business can advertise whenever it likes. An institution has a window, it is the same window every year, and missing it means waiting twelve months.

01 The premise
For most courses there are two people involved and they want different things. The student cares about the subject, the campus, the people and what life will be like. The parent cares about placements, fees, safety, accreditation and whether this is a sound investment. Both are reading the same website, and most institution websites are written for only one of them — usually the parent, in the language of a prospectus.
The practical answer is not to choose. It is to serve both explicitly: the experience and the outcome, on the same page, clearly separated so each reader can find their part. Campaigns can also be targeted separately, because a parent and a seventeen-year-old are not reachable in the same place with the same message.
The second structural feature is the calendar. Demand for admissions appears in a predictable window each year and disappears afterwards. Content and rankings need to exist before it opens, and advertising budget needs to be concentrated inside it. An institution advertising evenly across twelve months is spending most of its budget when nobody is deciding.

Only accurate ones, framed honestly — what percentage of which cohort, and the actual median rather than the highest package achieved. Inflated placement claims are widely disbelieved, increasingly fact-checked by parents online, and damaging when contradicted.
As counselling rather than sales. Answer questions, be honest about fit, and accept a no. Education buyers talk to each other extensively, and an institution known for aggressive follow-up acquires a reputation that costs more than the enquiries were worth.
Keep them. Some reapply the following year, some have younger siblings, and many will be asked for a recommendation by other families. Institutions routinely discard this list, which is the cheapest source of future admissions they have.
