The instinct when ads underperform is to spend more. In most accounts I open, spending the same money without the waste would produce a better month than spending twice as much with it.
Short answer
A PPC audit is a structured review of an advertising account: whether conversion tracking is accurate, how much spend goes to searches that cannot convert, whether the structure supports sensible bidding, and whether landing pages match the ads. 01 The premise
Almost every conversation about paid advertising starts in the wrong place. A business says results are disappointing and asks what the budget should be. That question cannot be answered until you know what the current budget is actually buying, and in most accounts a meaningful share of it is buying nothing at all.
This is not a criticism of the people running them. Accounts accumulate waste structurally: search terms broaden, tracking breaks during a website change, a campaign paused for a season never gets reviewed, a landing page is redesigned and nobody tells the person managing the ads. None of it is dramatic and all of it compounds.
So the audit exists to answer one question before any money changes hands: is this account underperforming because the budget is too small, or because a third of it is being spent on things that could never have worked? Those two diagnoses lead to opposite decisions, and guessing between them is expensive.
