Display advertising produces the best-looking numbers in Google Ads — enormous impressions, very low cost per click — and the worst-looking enquiry count. Both facts have the same explanation.
Short answer
Google Display Ads place banners across millions of websites and apps. Nobody on those sites was looking for you, so intent is low and clicks are cheap. It is genuinely effective for remarketing and for awareness in the right category, and consistently disappointing when sold as a direct source of enquiries.

01 The premise
A Display campaign will show you millions of impressions and a cost per click a fraction of what Search costs. That comparison is where most Display disappointment begins, because the two numbers are not measuring comparable things. A Search click came from somebody who typed what they wanted. A Display click came from somebody reading something else entirely.
A significant share of Display clicks are also accidental — a banner placed near a scroll target on a mobile game, tapped by a thumb rather than by a decision. This is why a campaign can produce thousands of cheap clicks and no enquiries at all, and why the low cost per click is not the bargain it appears to be.
None of which makes Display useless. It is genuinely good at two things: remarketing to people who already visited you, where the audience supplies the intent the placement lacks; and building awareness in categories where people do not yet search because they do not know the solution exists. Sold as either of those, it works. Sold as a lead source, it disappoints reliably.

For remarketing and awareness, genuinely yes. For generating enquiries from people who have never heard of you, usually not — nobody on a Display placement was looking for you. Most disappointment comes from buying it for the second purpose.
Because intent is low and some of the clicks are accidental, particularly on mobile app inventory. Cheap clicks that never enquire are more expensive than costly clicks that do. Judge Display on outcomes, never on cost per click.
In almost every case, yes. Mobile game and app inventory produces a large share of accidental taps. Excluding it typically reduces click volume dramatically and improves everything that actually matters.
Display is a campaign you control — you choose placements, audiences and exclusions. Performance Max hands Google control across all its surfaces including Display, with far less visibility into where your money went. Both have a place; the trade is control against reach.
For most small businesses, only what remarketing needs, which is modest because the audience is small by definition. Prospecting Display deserves budget when you have a genuine awareness problem and Search is already profitable and saturated.
Responsive display ads generate sizes automatically from your assets, which is adequate for most advertisers. Purpose-designed banners in key sizes perform better where budget justifies the design work — and they are one of the few genuine creative levers Display offers.
