Short answer
Web design and development covers everything from the layout a visitor sees to the code and database behind it. I handle both: business and corporate sites, custom builds, landing pages, e-commerce, redesigns and ongoing maintenance — written by hand in PHP rather than assembled from themes.

01 The short version
Most website projects break at the handover. A designer produces something in Figma, a developer builds an approximation of it, and the SEO person arrives afterwards to find the headings are images and every page shares one title tag. Nobody is lying; the work simply passed through three sets of hands and lost something at each one.
I do all three parts. That is not a boast about talent — it is a structural advantage. When the person choosing the heading hierarchy is also the person who will optimise it for search, the hierarchy comes out right the first time. When the person writing the CSS is the one who has to hit a Core Web Vitals target, they do not ship a 400 KB font stack.
The trade-off is honest and worth stating: one person is not a factory. I take a limited number of builds at a time, and if your deadline needs six people working in parallel, I am the wrong choice and I will say so on the first call.

It depends on the number of pages, whether it needs a CMS or e-commerce, and how much content you already have. I quote a fixed figure after one call rather than an hourly rate, so the number you agree is the number you pay. Anyone quoting before asking what you sell is guessing.
Both, and the choice is yours to make with the facts in front of you. WordPress makes sense when you publish often and want a familiar editor. Hand-written PHP makes sense when you want speed, no plugin bloat and no monthly licence creep. I will tell you which one your project actually needs.
Yes, if you want to. A CMS is a normal part of the scope. If you would rather never log in, that is fine too — some businesses genuinely change their site twice a year and a CMS is just another thing to keep patched.
A focused business site is usually a few weeks; e-commerce and custom builds are longer. The single biggest variable is not development speed, it is how quickly content and photographs arrive from your side. I will tell you the honest date, not the one you want to hear.
Completely. The code, the domain, the hosting account and the database are yours, in your name. I do not host sites on my own account to keep clients tied in, and if you move to another developer I will hand over cleanly.
Often that is the better spend. A redesign that keeps your existing URLs, rankings and content but fixes the structure and speed costs less than a rebuild and risks less. Send me the URL and I will tell you which one it is.
