Short answer

01 The premise
There are two ways to automate WhatsApp. The official Business API, which Meta provides, requires business verification, uses approved message templates for business-initiated messages, and is charged per conversation. And unofficial tools that automate the consumer app, which are cheaper, faster to set up, and against WhatsApp’s terms.
I will not build on the second, and the reason is practical rather than moralistic: numbers get banned. Not always immediately, which is what makes it tempting — a business runs an unofficial tool successfully for months and then loses the number that every customer has saved. Recovering from that is considerably more expensive than the API would have been.
The official route has real constraints worth planning around. Business-initiated messages must use templates approved by Meta in advance, which takes time and occasionally requires rewording. Within a 24-hour window after a customer messages you, free-form replies are allowed. Designing around that distinction is most of the practical work.

If you want automation, integration with your CRM, or several people handling the same number, yes. The free Business app is fine for a single person answering manually. The API is what makes automated acknowledgements, notifications and CRM integration possible.
There are tools that do, and I will not build on them. They breach WhatsApp’s terms and result in numbers being banned — frequently after months of apparently working. Losing the number every customer has saved costs far more than the API.
