A local enquiry has two properties nothing else has: it is urgent, and it is constrained by distance. Campaigns that ignore either produce leads that never turn into work.
Short answer
Local lead generation produces enquiries from customers in your immediate area. It differs from other lead generation in three ways: the conversion is usually a phone call rather than a form, the radius has to match how far customers genuinely travel, and the Google Business Profile does a large share of the work for free.

01 The premise
Local businesses reliably underinvest in the one asset that costs nothing. A complete, accurate, active Google Business Profile with recent reviews and real photographs produces calls and direction requests continuously, without any media spend. In many local categories it generates more enquiries than the advertising does.
Yet the profile is typically half-filled, categorised loosely, photographed once in 2021, and unanswered on its reviews. Businesses in that state then buy advertising to compensate, which works — expensively — while the free channel sits idle beside it. Fixing the profile first is almost always the higher-return decision.
The paid side then has two disciplines of its own. The radius must reflect how far customers genuinely travel, which your own records will tell you and your ambition will not. And calls have to be tracked as conversions, because in local categories the majority of enquiries arrive by phone and an untracked campaign will look like a failure while it is working.

Calls as conversions with a minimum duration. Otherwise the campaign cannot be judged at all.
From your own job records. Then exclude the areas that produce enquiries you always decline.
“Open now”, “same-day visit”, “2 km away”. Proximity and availability are the local advantage.

A complete, active Google Business Profile with recent reviews. It costs nothing but attention and in many local categories produces more enquiries than paid advertising. Fixing it should always come before buying ads.
Complete the profile, collect reviews continuously, add real photographs regularly, and make sure your primary category is the most specific accurate one. On the paid side, use call extensions and call-only campaigns, and track calls as conversions.
Whatever your own job records show. Look at where your last hundred customers actually came from — it is usually smaller than you would guess. Advertising across the whole of Delhi NCR when your customers all come from within six kilometres wastes most of the budget.
Sometimes, with clear eyes. The same lead is frequently sold to several competitors, so you are competing on response speed from the moment it arrives. Treat them as a supplementary source and measure them separately — never as a replacement for channels you own.
Both, with the phone number given priority. Local enquiries are frequently urgent, and a customer whose appliance broke this morning wants to speak to a person. A form-only page loses a large share of local enquiries outright.
On proximity, response speed and reviews — the three things size does not buy. A smaller business that answers the phone immediately, arrives the same day and has forty recent reviews beats a larger one that takes two days, consistently.
