Two businesses spending the same amount in the same category routinely get completely different results. The difference is almost never the budget. It is whether anybody is actually in the account.
Short answer
Google Ads services cover the setup and ongoing management of paid campaigns across Search, Display, Shopping, Performance Max, YouTube and remarketing. The work that determines whether it pays is unglamorous: conversion tracking that fires correctly, campaign structure by intent, negative keywords added continuously, and landing pages that match the ad.

01 The premise
Almost every underperforming account I open has the same three problems, in the same order, and none of them are exotic. First, conversions are not tracked properly — either not at all, or counting page views as conversions, or double-counting. Every optimisation decision made after that point is guesswork wearing the costume of data.
Second, the search-terms report is full of queries nobody would ever buy from. Broad match plus an unattended account produces spend against searches that are adjacent to your business but not in it. This is not a subtle leak; it is frequently a third of the budget, and it is visible within an hour.
Third, the ad promises one thing and the landing page talks about something else. The visitor has to work out whether they are in the right place, and a meaningful share do not bother. You paid for every one of those clicks, and Google also charges you more per click for the mismatch.
None of that requires clever bid strategies to fix. It requires somebody competent looking at the account regularly, which is the actual service being sold here and the thing most cheaply-managed accounts do not get.

Work backwards. Take what one customer is worth, the share of enquiries you close, and the typical cost per click in your category — that gives the monthly figure at which the maths can work. If your budget is far below it, I will tell you to spend it elsewhere rather than take it.
A flat monthly fee agreed in advance, separate from the ad spend that goes directly to Google on your own card. Not a percentage of spend, because that quietly rewards me for spending more of your money.

Search campaigns can produce enquiries within days of going live. What takes longer is making those enquiries cheap and qualified — usually four to eight weeks of pruning before cost per lead settles at a stable number.
