A retargeting audience has seen your site, your Reel or your profile. Showing them the same introductory ad you show strangers wastes the one advantage you have.
Short answer
Meta remarketing shows ads to people who have already interacted with you — website visitors, video viewers, profile visitors, or your own customer list. It typically produces the cheapest conversions on the platform, and it depends on segmenting audiences by what they actually did and capping how often they see you.

01 The premise
Google remarketing is largely built on website visits. Meta has considerably more to work with, and most advertisers use almost none of it. People who watched most of a video. People who visited your Instagram profile. People who opened a lead form and abandoned it. People who saved a post. Each is a different level of interest and each deserves a different message.
The abandoned lead form audience deserves particular mention, because it is frequently the highest-intent group available and it is almost never used. Somebody who opened your form and did not submit was interested enough to start. A different ad addressing whatever made them stop — price uncertainty, timing, needing to ask someone — converts a real share of them.
The corresponding discipline is exclusion. Every retargeting audience should exclude people who already converted, and most do not. Continuing to advertise to somebody who bought last week is not just wasted budget; it is mildly irritating to a customer you have just acquired.

People who opened a lead form and did not submit, or added to cart without buying. Both started an action and stopped, which is the strongest intent signal available — and both are among the least used audiences in most accounts.
As long as your sales cycle, no longer. A week or two for impulse purchases, a month or two for considered services, several months for property or education. Using a single default window for every audience wastes money at one end and misses people at the other.
There are minimum audience sizes before delivery begins, so very low-traffic sites may need to combine segments at first. Start with one broader audience and split it as traffic grows — segmentation without volume just stalls delivery.
Yes, and this is where most retargeting underperforms. The audience already knows who you are. Repeating the introduction wastes the impression; addressing the objection that stopped them is what converts.
No longer on its own. Browser tracking is increasingly blocked, so audiences built from the Pixel alone are smaller and less accurate than they appear. The Conversions API sends events server-side and should be running alongside it.
Yes, and it is a genuinely useful and under-used audience. Segment by watch percentage — someone who watched nearly all of a video is meaningfully warmer than someone who saw three seconds, and they deserve different messages.
