Short answer
Paid lead generation fails more often in the process after the enquiry than in the advertising itself. The five stages that decide the outcome are traffic, capture, routing, contact and qualification — and routing and contact speed are where most losses occur.
01 The pipeline
A lead system is only as good as its weakest stage, and it is rarely the first.

Fails when the lead lands in an inbox nobody watches. The most common and most fixable break in the chain.

In order of likelihood: nobody contacted them fast enough, only one attempt was made, the traffic was too broad, or the ad promised something different from what you sell. The first two are the most common and the cheapest to fix.
Within minutes. This is the most consistent finding in lead generation and the most commonly ignored, because interest decays and your competitors are also advertising to the same person.
You need something that captures every lead, alerts a person immediately and records what happened. A proper CRM is the usual answer; a disciplined shared sheet with alerts can work at low volume. An email inbox is not sufficient.
Generally no. Purchased leads are usually sold to several businesses at once, so you compete on speed with competitors who received the same person. Generating your own costs more per lead and produces leads only you have.
